Super Cobra Deal

The Philippine Air Force will be adding 6-8 brand new Bell AH-1W Super Cobra attack helicopters to its fleet next year in a defense deal worth $68 million (3.2 billion pesos) as part of a negotiated deal with the United States Government.

President Gloria Arroyo has ordered the Defense Department headed by Secretary Gilbert Teodoro Jr. to expedite the acquisition of brand-new attack helicopters after meeting with US Defense Secretary Robert Gates, so that these could be delivered before she steps down in 2010.

Meanwhile, Defense Undersecretary General Antonio Romero said in press briefing at Camp Aguinaldo that they are now waiting for the Philippine Air Force’s (PAF) final decision on the type of helicopters they want delivered.

He said the Air Force was given the choice to either buy MG-530, the upgraded version of the current MG-520 already in use by the military, or the Super Cobra attack helicopters used by US forces in Iraq and Afghanistan.

“I cannot give you for now details about the specifications of a Super Cobra but I can assure you this is a very powerful attack aircraft with multiple weapons,” Romero said.

The Bell attack helicopter is worth $10 million dollars at list price. But a Defense official privy to the deal but doesn't have the permission to speak on the transaction said that the Philippines will received 8 export equipment should the government decides for its procurement. Inside sources diclosed that the procurement plan will be included in the agenda between President's Arroyo and Obama discussion in July 30 on her state visit to Washington to seal the deal.

The Air Force had been given three options to consider, the first of which is whether to retain the technical specifications of what they want for an attack helicopter, or reduce the number of aircraft they need to half, or buy second-hand MG-530 aircraft.

The choice was made apparent after the failed bidding on the AHAP procurements.

If the Air Force opts for the Super Cobra, Romero said that the approved budget is good only for four to six units, while if the MG-530 were chosen, 12 second-hand units can be purchased.

But if the technical specifications would be changed, this needs the approval of Defense Secretary Gilbert Teodoro which is unlikely after the scandal that rigged its bidding committee, which led to the cancellations of NCAP procurments, and if the option is to purchase refurbished units, this should be approved by the President.

The last two options however appeared to be a close door to the President having manifested the purchase of brand new attack equipments for the Air Force after getting support from Secretary Gates.


Night Capable Attack Helicopter Acquisition Project
MG-530 Anomaly.
The planned purchase of 1.2 Billion attack helicopters was supposed to have been delivered last year but was temporarily shelved by Secretary Teodoro and the previous award subsequently nullified after the Department’s awards and bidding committee (BAC) found merits in the complaint by a losing bidder, Poland's PZL-Swidnik, of anomalous bidding for an order that was pegged at that time at P1.2 billion ($30 million) for six night-capable attack helicopters. Investigators later found credence of the complaint to be not in accordance with approved Air Force Specifications .

At the heart of the issue is a requirement for the selected helicopter to have a payload of at least 1,360kg (3,000lb). PZL-Swidnik, which had offered its Kania design has a Max takeoff weight of 3,550 kg (7,826 lb) more than the minimum specifications but the MG530F offered by Asian Aerospace which had a Max takeoff weight of 1,361 kg (3,000 lbs) won despite shortcomings in MDHI's bid. The MG530F - a military version of the MD530F - has a payload of only about 680kg which is too light as compared to the competition.

Ariston delos Reyes, an undersecretary at the Philippines Department of Defense who is leading the investigation found the allegations of corruption in the selection of the MD Helicopters MG530F true in a report submitted to Secretary Gilberto Teodoro Jr. on the first week of February 2009. Asian Aerospace was also banned from participating in government projects for at least one year with a warning of permanentcy on the next infraction.

The selection committee members, comprising of both DND and PAF officials appeared to extrapolate the MG530 capacity by projecting higher payloads but cannot ascertained when asked how "they exactly arrived at that conclusion" which appears to be without basis at all.

Administrative and criminal charges were readied and filed against those responsible. General Romero was among those investigated in connection with the anomalous bidding. Several officials of the Department of National Defense are now facing graft and falsification charges before the Ombudsman over the scrapped bidding.


NCAP and AHAP purposely made failures?
Under the NCAP procurement, the Air Force should have acquired six (6) night capable attack helicopters but its bidding failed due to incompetence and machinations of some of its technical evaluation committee with inclination to a local supplier affiliated with local agent of Douglas Company.

While under the AHAP procurement plan, The Air Force is to acquire fourteen (14) brand-new Attack Helicopters as part of the Special Allotment Release Order (SARO) No. D-07-06412 for FY-2007 and SARO No. D-07-05905, in accordance with the Armed Forces of the Philippines (AFP) Modernization Program.

These helicopters is supposed to be capable of performing Close Air Support (CAS) during day and night, and navigate safely during inadvertent Instrument Meteorological Condition (IMC). Furthermore, they shall be equipped with armaments and avionics systems suitable for said flying conditions.


Second failed bidding and options.
On March 10, 2009, the second bidding for the night-capable attack helicopters failed again for lack of qualified bidders to the proposed specifications.

For this reason, Teodoro hinted that following the failure of the procurement process, they are considering the purchase of second-hand helicopters with the same night capability to provide the air force with the same number of units it needs for its operations and that means entering into a negotiated deal with foreign governments.

“If the President approves it, we could buy second hand helicopters instead of new ones with the P3.2 billion that we have for that,”says Secretary Teodoro.

Another option, Teodoro said, is to recommend for the lowering of the lot requirement for the said aircraft to make the budget fit the new price in the market, which he did not specify.

“One option is to adjust the Special Allotment Release Order (SARO), and lessen the required number of units because of the budget that we have,” he said.

Teodoro said the air force needs the helicopters for firepower platform that could withstand the rigors of operations as well as in transporting troops and essential equipment needed in the frontlines.

Teodoro said further that a top-of-the-line attack helicopter presently costs around $83 million, which is about P3.7 billion. The best choice would probably be the Cobra helicopter pegged at $10 million. The President also has made her mind on what is to be bought.

The PAF has 24 Nomads, 18 OV-10 “Bronco,” 12 MG-520 attack helicopters, four C-130 “Hercules” transports and three squadrons of UH-1H helicopters.

He said there really is a present need for the AFP to procure helicopters and cargo planes, especially now that the air force only has two C-130 cargo plane working after the other one crashed in Davao last year.

The multi-billion peso Capability Upgrade Program (CUP) is a component of the Philippine Defense Reform Program instituted in 2003 as a comprehensive project aimed at enhancing the equipment and capability of the AFP within a period of five years, starting from 2005 to 2010.



AH-1W Super Cobra

The AH-1W is a twin-engined upgraded and improved AH-1 flown by the United States Marine Corps (USMC). Super Cobras are also in service the Tawainese and Turkish militaries. The AH-1 'Whiskey Cobra' has enhanced avionics and can carry a wider range of weapons than the standard AH-1.

The AH-1W has been in service with the USMC since 1985. 4 Squadrons of Super Cobras accompianed the USMC's push into Kuwait during the 1991 Gulf War where they proved highly effective in the anti-armor role. 1 sortie alone resulted in 60 iraqi tanks destroyed.

It's projected that the Super Cobra will stay in service for another 10 years until it is completely replaced by the AH-1Z (a further set of upgrades to the AH-1, including 5-blade rotors, advanced sensors and countermeasures)

  18. expensive nga pero madami namang din kayang e carry na iba ibang missiles kaysa sa md-530 so i hope PAF will not only think that the item is expensive but the things it can do. sana mag acquire din cla ng surface 2 air missiles kung hindi pa tayo maka bili ng fighter jets...maganda din na choice ang a-10 and cobra as a combo ^^ just keep praying and god may hear you :)

  19. i hope PAF WILL BUY JAS-39 GRIPPEN OR F-35. f-35 is well into the 21 century with stealth capability..jas-39 is also well inside of 21 century but it doesnt have the stealth capability like the f-35. so the verdict is f-35 has more capability compared 2 jas-39 cause f-35 has stealth capability but jas-39 does not have. parehas naman ang kayang nilang gawin(jas-39,f-35)seek and destroy pero ang f-35 has an advantage of being less detectible in the field so it has more potential 2 be the predator not the prey :)

  27. Education should be prioritized than the military. If there are no educated pilots, the planes would be useless. But this new acquisition of aircraft of the PAF is something that has been in plan since 1990s. I think this is part of the PAF Horizon Plan

  36. it's nice of them to order those kind of attack helicopters. as for fighter jets, i think the F-16's are enough for PAF kahit mga 20 aircraft tama na rin. well F-35 is such a magnificent aircraft which i wanna see it in PAF colors but it's too expensive for our government to buy even 2 or 4 of them. if they also plan to replace their aging C-130's, what about the A400M?

The DND did the right thing in awarding Pzl Swidnik S.A. of 8 Pzl W-3 Sokol (Falcon) helicopters for the Phil Air Force's CUH requirement, so it will be the same for the procurement of a dozen AH-1W Super Cobra Helicopters with Hellfire Missiles and Zuny Rockets Or the Hydra Rockets for actual operation of the Phil Air Force; its only takes some time for the DND to process this and it will be delivered their not saying when but it is certainly within the time frame given by Pres. Arroyo before she will step down.

  45. F35? di pa kaya bilhin nang pinas ang F35 even F22 di kaya natin pero kung F16 at saka F18 pwede pa maganda ang Grifin JAS39 pero tingnan mo yung payloads ng F16 at F18 sa JAS39. Kung sakali mag dagdag ang PAF ng Fighter Jets kung meron na yung F16 pipili-on ko yung AV-8B Harrier II at ang A10 II thunderbolts at saka kung may budget pa kuha na rin sila nang dalawang Heavy Transport Aircraft bili narin nang SAMS

  46. Wag nga kayong hangal.... Masyadong mahal ang F35 at JAS Gripen.. But I would admit that it would be a better choice.. Pero kulang tayo sa pera.. Kaya upgraded F16 muna bilhin natin plus radar systems, helicopters and transport planes... Wala naman tayong external conflict.. Kaya na ng F16 ang mga present threats natin, F16 is a multirole plane... And the U.S. will only phase out F16 on the year 2025, they will just constantly upgrade its capability and systems.. F16 is commonly used by air national guards of U.S...

  48. Drone signals can be jammed.. And the flying range is limited... The Philippines ordered unmmaned aerial vehicles for maritime recon purposes, it will be under the National Intelligence Coordinating Agency.. As I've said F16 is our best choice this time... But I would prefer and I think many military experts would agree with me that our Navy should be modernized first... It's because we are a maritime nation..

    I hears a news also na within this year ay idedeliver naman ang brand new surveilance/recon aircraft. Di nga lang nabangit kung anung unit.

    PAF DIDN'T PROCEED ACQUIRING F-16's..

    The Philippines were offered embargoed 28 A/B Block 50-something models initially bought by Pakistan, but stupidly commented by a senator, saying that if we would acquire these birds, we should get the newest ones, referring to C/D models, which were configured to use smart weaponry. Of course we cannot afford that, that's why the deal was rejected. So these fighters were just integrated by the USAF to their fleet instead.. GRRRRR!

  57. mas Ok yung AH-1 Cobra kasi halos parehas nadin yan ng Apache attack helicopter na mas advance. sikapin sana makaorder ng Super Cobra yung mas updated na model ng Cobra para atleast mas moderno na tayo. yun kasi gamit ng US Marines bilang air support nila.

    pagdating sa fighter jets, sa ngayon F-16 Falcon muna tayo para maiangat yung inventory natin ng mga makabagong fighter jets, kung maarin yung mas updated model sana ang bilhin.

    Nakakaawa na kasi ang Airforce natin masyado na napapahulian, siguro mas karapatdapat sa mga piloto natin ang mga bagong eroplano kaysa mga 2nd or 3rd hand na mga eroplano.

  58. Secretary Norberto Gonzales announced today that six night attack helicopters for the Air Force are due for delivery this Month.

    These attack helicopters were reconditioned Cobra models which the Defense department purchased for more than P3 billion from Israel.

  59. Can I just say something. We should also buy the highly- advanced air superiority F-15C Eagle, a living air legend. It's a very powerful aircraft, and we do also need F-18s and A-10s as well. The F-35, Mil Mi-28s, Kamov Ka-50s,MiG-29s, MiG-35s, Sukhoi Su-27s, Sukhoi Su-30s is very important as well, I do hope The Philippine Gov.t will purchase it.

  65. During the 90s FVR thru approval of congress programmed to acquire 50 F16 jetfighter. Ala nabili kahit isa yung PAF, ang galing. Pero mas magaling and PN, binigyan ng pera para bumili ng isang bagong hightech na destroyer. Ang nangyari nakabinili ng tatlong obsolete na britsh corvette, may savings pa, talo PAF. Kaso mahirap hanap ng parts, briton kasi, tawag nga sa PS36 na nabili ay dakilang lumpo, italian navy kasi (AKA laging nakatali).

Discussion had reach the berdict, ala pa rin deliveries ng mga sinabi nyo kahit isa, bababa na si Gloria sa Presidential Office, May bagong administration, syempre mga bagong cabinet members na naman; rebump of secretary offices, review ng budgets, new auction, new conspiracy and new in everything. How do you expect the purchase and modernization to proceed? It better of acquiring our own prototype and start investing in technology development. rather than relying always to uncle sam, who knows? we filipinos are smart, we're not dumb and brainless races in the face of the earth, PAF before then, attempt to develop our own, air craft and helicopter; back in 70's till early 80's. but failed due to lack of support from the gov't. I must say, we have brains no differ than Japanese, Americans and Europians; we to can think and create things. what we don't have is supportive government and the will...

  69. why evrybody look for USA equipment? f-35 is cost about USD 120million dollars (flyaway cost)and needs a US congress aproval JAS grinfin also not fitted to philippine (read the specs and operational cost and tactical methodology), look at the other corner of the world mi-8 is more cheaper than sokol which is only a copycat of mi-8(hip) cost about USD 5-7 mil. this helo is use allover the world even US marines use it. mi-35 hind is the best type of helo to suit our commando tactic. typoon is also good but with a high maintenace cost. and has a tag price of USD 70~90 mil. let fucos first sa gound forces natin we have one of the best sniper and commandos, which need an armour, tama na ang simba, at ung nga ligth built armour, what need is medium armour since the goverment foes have .50 cal arm which can stand the fury of it. tyo lng ata ang nag pa-uso ng gawing front line and ligth armour eh. even ang USA na kinabibiliban nyo dont use ligth armour in combat, and invest muna tyo sa costal defend, air defence, and ground superiority, many country did does thing first befor going air and naval superiority, the reason is we can monitor our air and sea in land base. and reponce on when needed,

We shoul buy basically the T-6 Texan beacause they basically costls less than the trainers that are presently being used by our air force.Considering the aquisition of jets we might as well buy multi-role jets which can be use in different operations but it should have large fuel tanks for patroling the PHILIPPINE AREA OF RESPONSIBILITY (AIRSPACE). They should take a good look the Russian made planes becase they are cheap to run,are easy to maintain,has a long airframe life,and there are lots of it arounf the world flying 24/7and PAF wont have to worry about spare parts that are available.Just dont buy them second-hand.Even the US air force used them for training and other NATO AIR FORCES so why not buy them they are cheaper than those american planes and did I say they are also multi role planes. Regarding the aquisition of those cobras,its a good start for the long awaited modernization of the PAF.GOOD LUCK about your old planes.

During the 1960's PAF was the first Asian nation to have a state of the art supersonic aircraft, and was recognize to be the best in terms of modernization of its weaponry.. sad to say that corruption decayed the wings of this once proud eagles of the skies.. i hope that the government will push through its modernization program.

I think mas maganda siguro na magkaroon tayo ng attack UAV tulad ng reaper at mga attack helicopters tulad ng super cobra or Apache para sa counter insurgency at anti-terrorist campaign...kahit ilan lang..more on guerrilla warfare lng nmn kasi ang mga rebelde at terorista eh..at least may pang surveillance at pang attack tayo...sa pang depensa..pwede na rin ang F-16 basta yong pinaka latest..pero mas ok siguro kung F-18 super hornet or F-15E..all weather fighter bomber kasi ang mga yan eh..pwede rin silang mga interceptor...at sana mag develop na lang tayo ng mga missile boat..tapos buhayin na lang ang missile research program natin..mag develop na lang tayo ng sariling SAM at mga anti-ship missile. pwede naman tayo magpatulong mag develop eh... for example sa Israel..sa ground force natin..mas maganda siguro na madami tayong mga special forces..tapos, e upgade ang mga communication at mga combat equipments nila...yon lang..medyo malabo na siguro mangyari..sobrang corrupt ng gobyerno..kawawa mga sundalo natin..

Ang talagang kailangan ng AFP are 20 F-16(newer version), 20 mobile SAM launchers/Trucks, 10 Corvettes (Tomahawk equipped), 10 A-10, 15 BAe Hawk(trainer/fighter modified), Radar Installations upgrades, 10 Corvettes (missile capable with CISW Phalanx), 50 Fast Attack craft(missile/oerlikon capable). Time frame 5-10 years completes this needs of the PAF and PN.

Those pork barrels and unnecessary expense can augment the budget and improve the image of the country. Konting sakripisyo lang galing sa mga politiko. Dapat ding ihanda ang DOST to promote missile fissle projects tulad noong time na we dream of taking the project missile(Marcos time); Ang mga Filipino hinahangaan sa USAF and USN, bright minds which kailangan implement sa Pilipinas.

  88. Contrary to popular beliefs, negotiations with Israel regarding Cobra Attack helicopters are still on going according to sources within the DND as President Aquino find no problem with the proposed acquisition project, although they seems to be on hold for sometime.

    Secretary Gazmin said that President Aquino intends to add a billion pesos more for this acquisition on top of GMA's additional budget, presumably, for training costs and spare parts.

    A peek at the proposal suggests that the choppers are to be delivered bare, without the upgraded avionic parts and guidance systems, whatever that is, and that is now the contention of the negotiations.

    From Gazmin's statement, it could be seen as a done deal. A trip to Israel is also in the works to lend credence of our governments interest, perhaps to seal this deal, or negotiate a better terms? Nothing is final yet. Decisions will be made by next year.

    24 F-16 C/D (for patrolling, and bombing targets)

    12 F-15 (for patrolling our border, and one of the best fighter ever made 100:0 Kill ratio)

    4 A-10 Warthogs (so we can give our marines some close/specific airsupport)

    honestly we dont need F-18 because it is used mainly for the Navy (with carrier)

    and also try adding up 8 Apache Longbow's
    24 Cobra...

    WOW and laking gastos para dito, dapat taasan kasi yung parte ng Military sa GDP which is 0.8% lang, dapat itaas natin yun hanggang 4% para bumilis and modernization...
