PAF orders 8 new PZL W-3WA Sokół


PZL Swidnik won 2.8 Billion bid

Manila- The Philippine Air Force has officially ordered eight (8) W-3 Sokół combat utility helicopter from manufacturer WSK-PZL Świdnik S.A of Poland in a deal worth two billion eight hundred fifty seven million eight hundred sixty four thousand six hundred twenty five pesos (P2,857,864,625.18). Defense Secretary Norberto B. Gonzales announced the award for the combat utility helicopter during the weekend.

The W-3WA Sokół (falcon) made its first flight on July 30, 1992 and has a capacity for two crew and twelve passengers. The W-3WA has been certified by US FAR Pt 29 standards granted in May 1993 and European certification granted in December 1993.

"This is the culmination of our negotiation with the supplier. Secretary Teodoro approved the negotiated procurement of P3 billion worth of combat utility helicopters last June after two successive failure of bidding process." Secretary Gonzales said.

"The project has been two years overdue and I think its about time" says Gonzales after awarding the contract to Warsaw based helicopter manufacturer.

The budget for the combat utility helicopter (CUH) project had been released by Malacanang as early as 2007 but no firm has submitted bid proposal according to specifications and budget in two succeeding bids. The budget was part of the P5-billion modernization fund for 2007 aimed to replaced UH-1H Huey helicopters in the Air Force Fleet.

“PZL was found to have the best possible offer based on the budget so after extensive negotiation we awarded it to them” said Gonzales.

The Department of Defense is also acquiring P3 billion worth of night capable attack (NCAH) helicopters, whose bidding had also failed twice. Gonzales said that a negotiated procurement with the US Department of Defense for the purchase of second-hand attack helicopters with the same night capability is already in the works and they are hoping to seal the deal before President Arroyo's term end.

The P3 billion fund was originally part of the P5 billion budget released by President Arroyo for the purchase of combat utility and night-capable attack helicopters that formed part of the AFP Capability Upgrade Program. Additional budget of 1 billion was appropriated by the President this year adding more fund to the project.

A total of 34 priority items are included in the first phase of the re-prioritized AFP CUP shopping list, 62 in Phase 2, and 39 items in Phase 2-B.

We have to rely on the capabilities of the acquired chopper, it doesn't mean that only us made choppers are good but for your info all of the US planes and choppers that are being eyeing to the Philippines are basically refurbished ones, these PZL choppers are all brand new and fit to our terrain.

      the SOKOL W3WA is not combat proven

      the UH-1 or AH-64 even if "second hand" are combat proven birds, besides these "second hand" craft ARE still in active service so spare parts are available

      what i would have wanted the "air force" to consider was getting an AC130 Spectre or fingers crossed AC130 spooky

It is definitely the right choice for the DND to award PZL the contract, beside We are an still in the Developing Country Stage so it is prudent and wise to choose and buy the new CUH Combat Utility Helicopter PZL W-3 Helicopter of Poland.. Lets just hope for the best that one day Our country may buy Advance Weapons in the Future..

I just can't understand why there are People who are wishing DND should have awarded the CUH Bid to the likes of AgustaWestland, Boeing, or Lockheed Martin who offered their Military Helicopter bid to the DND! First of all these Defense Companies We all know of and known through out the rest of the World, their product are too much expensive for our DND to award lets just hope that someday our Philippine economy will progress to a state that our Peso Value can match their expectation of us buying their expensive products but for now I can definitely say that our boys of the AFP are desperately in need of such a fully armed Combat Utility Helicopter right now! and It is just right that the DND awarded PZL Swidnik to supply our Philippine Air Force 8 W-3WA fully armed combat Sokol (Falcon) Helicopters and start delivery at earliest possible they can so that our troops will know that their DND is doing their best get them the best equipment which our government can afford and buy.. Our boys in the field are in dire need of new military equipments they need to fight these disruptive and uncivilised Rebels Insurgents to all I know is they want to establish Communism and Muslim separate Indepedence State of their own.

  13. How I wish you damn wankers would do some proper research before mouthing off about what helicopters you want the AFP to purchase.

    Those birds you people have mentioned don't come cheap(costs of the choppers mentioned regularly run into 15+++ million USD per unit, without maintenance support), and they will never fit our current operational(those mentioned would regularly cost 20+ thousand USD to fly PER HOUR) and acquisition budget. If you want that budget to get increased, start writing your local "honorable" congressmen and say that the AFP and it's budget is an important election platform for you.

    When our government leaders realize that people want to see support for the AFP, then we'll actually get something of a decent budget.

  14. Please refrain from referring to the Attack Helicopter (AH) project as "NCAH". The NCAH and AH projects are completely different projects. The quantities are different (8 for AH, 6 for NCAH) . . . the Authorized Budgets for Contract are different (P3B for AH, P1.2B for NCAH) . . . and most important of all, the NCAH project was actually cancelled for procedural irregularities. The AH project actually went ahead the whole nine yards, and ended in accordance with law and procedure, albeit as a failed bid.

  17. There is also another variant of the Pzl Sokol called the Gluszec (Wood Grouse) A very super armed Combat Utility Helicopter which Pzl Swidnik is currently producing for the Polish Army!. I say the DND should also consider this Helicopter and set another budget for that armed combat helicopter!. =)

  22. Wala kang alam sa pakikidigma Mr. MJB. Di lahat nadadaan sa technology. Tell that to the Russians when they engaged F-16's with there Mig-21's. At ano ngayon kung sa Poland tayo bumili? US will not give a frakking damn. Masyado ka lang nababading sa mga Kano. sheessh!

    For the measly budget of P2.8 billion (roughly USD 60 million) our AFP was able to acquire 8 new Combat utility choppers complete with logistics support, training, and delivery. USD 7.5 million for a chopper w/ specs similar to a UH-60 Blackhawk (of course Blackhawks has more hardpoints because it can be an gunship as well). But hell, the bid only requires Utility helicopter. Polish Sokol's has already proven it's capability in Iraq. To our DND, good job in finding a good deal. Who knows, kapag nakaluwag-luwag ang Pinas, Sokol W-3WA will replace our very old US UH-1 Hueys. And kudos also to PZL Swidnik!

  23. Horizon 2 will take place when all internal threats are finished. And when H2 begins, our AFP will not buy modern jets immediately. They invest in training because our soldiers (especially our pilots) has a LLLOOONNNGGG way to catch up.

    The CUP (capability upgrade program) is aimed to modernize AFP until 2024. It's not just about buying new things for our existing AFP inventory, but to be (more or less) be at trend with the current military technology. That's why don't expect JAS 39 Gripens or Dassault Rafale's on 2010 to 2012. Yes, PAF annual modernization budget can buy 3-5 of these modern jets, but our PAF crew doesn't have to know-how to operate, troubleshoot, and maintain these aircraft. Even our PN still dont know how to fix an OTO Melara-Breda gun on there Peacock-class ship. We still don't have enough budget. And provided if we have the money, we're still not ready for the new technology.

    Mag-aral muna tayo. Paghandaan kasi sayang kung babagsak lang ang eroplano dahil sa pilot error. Training, training, training. And for the meantime, AFP should focus on eradicating the rebels. That way, at least we have a strong nation. "One army, One nation" ika nga.

  31. For Westernphiles who have reservations about acquiring equipment made by a former Soviet satellite state, consider these:

    1) PZL Swidnik is now owned by AgustaWestland. PZL Mielec is owned by Sikorsky. The two companies saw great value in buying the two PZLs from the Polish government.

    2) Poland is now a full-fledged member of NATO and is a staunch US ally. Which explains why Uncle Sam hasn't complained about the purchase. :-D

  33. For now, The DND should now focus on making a Deal with the US Marine Corps in buying their AH-1W Super Cobra Attack Helicopters.. It is very important that our Philippine Army ground troopers will that they can count on the Philippine Air Force of having and operating a Squadron of 12 deadly attack helicopters especially the AH-1W Super Cobra is equipped with night capability combat system and attack the insurgents day and night even adverse weather conditions as well..

    If you want the government to high-end products, pay your taxes well. Even if nagpapadala ng pera dito OFWs, di naman diretsong napupunta sa gobyerno iyon. Not even enough to plug our budget deficit. Study economics muna.

  48. Our AFP need for the new technology to a braist to our neighbors that our AFP personel to be proud ot it and make a high moral... So we need to support to our AFP in this dream that someday we have a capability to protect our sky land and sea...and i hope someday we can build of our own...like battles ship we have already a ship building yard at cebu... So the government must focus on this endeavor and invest for our own technology for the future....kailan tayo mag umpisa dapat ngayon na... think of it....we cannot relie always to the outside world we must have of our own... and the binifits of this is job job job...so if so many jobs the government collect more money...our budjet deficits is manageable only 3.6% of our GDP ( gross domistic product... in Europe Before you will be a member of EU you must have your budjet deficit is not more than a 3% of your GDP....So our country a lot of money kailngan lng natin magtulungan sa aspeto na to...i am the one of a million filipinos working abroad..a ng perang pinapadala namin sa bansa natin ay ginagamit para panggastos sa atin its means if you buy something you pay taxes to the government is called indirect tax...So mga kababayan mag focus tayo na tulungan natina ang bansa para naman tayo ay ririspituhin ng ating mga kapitbahay..para ristohin tayo kailangan natin na maging malakas at saan galing ang lakas na yan kundi sa atin Arm Forces of The Philippines.....i always support to our AFP from the ground personel up to the higher ups...thank you and good day....

  50. I think this is the best move for our aging PAF. Kung tutuusin mas maganda na bumili tayo ng new equipment rather kumuha ng second hand reconditioned. Kung ano ang kaya muna ng budget at reliable yun ang dapat bilhin. Kudos sa mga magpush nito. At least di nasayang ang budget.

    canada has CF-18, while france has Dassault Mirage 2000, Dassault Mirage F1 and Dassault Rafale. which aircraft is the best among them ?

I think President Noy-noy Aquino will have no question for the acquisition of 8 AgustaWestland Swidnik CUH-3WA Falcon Helicopters the most We all expect the first four delivery of 8 CUH-3WA Falcon helicopters sometime in September or November this 2010 As for the 14 AH-1S Huey Cobra Helicopters which Sec. Gonzales tries to negotaite the deal through Israel Defense Force/ Air Force for the possible purchase of their AH-1S Tzefa (Viper) Attack Helicopter is questionable because its a midnight deal gone wrong.. But if the Aquino Administration find no fault in the Deal with Israel then it could be the best advantage for the Philippine Air Force to buy and use these 14 Attack helicopters to end the Insurgency problem because Israel had put a lot of new technology to those Attack helicopters for solely the purpose of defeating the insurgents after all the Israelis are already experts in Counter Insurgency Warfare operation!.

I'm all for W-3 SOKOL Heli,these are standard NATO equipment it saw action in the Balkans,1'st Persian gulf war as well as Afghan and Iraq war.it has the upgraded Nav and fire systems with the next generation smart rockets,the 8-10 soldier capacity makes it ideal special ops taking the fight to the enemy.I believe 14 Cobras are in the same procurement,that's a good balance of fire power and multi purpose helicopters

  92. Negotiations with Israel regarding Cobra Attack helicopters are still on going according to sources within the DND as President Aquino find no problem with the proposed acquisition project.

    Please note that the NCAH project is officially dead, as one commentator pointed out.

    As to source of confusion, It was Secretary Gonzales that said they were pursuing the NCAH acquisitions, perhaps referring to the voided project for reference purposes and better understanding of the media, when it should have been the AH project. We just reiterated what he said. Our apologies then for the inconsistencies.

    However, the intent to procure attack helicopters with night capability is still in the books, and that is what is being covered in the direct negotiations with the Israelite.

    Secretary Gazmin said that President Aquino intends to add a billion pesos more for this acquisition on top of GMA's additional budget, presumably, for training costs and spare parts.

    A peek at the proposal suggests that the choppers are to be delivered bare, without the upgraded avionic parts and guidance systems, whatever that is, and that is now the contention of the negotiations.

    From Gazmin's statement, it could be seen as a done deal. A trip to Israel is also in the works to lend credence of our governments interest, perhaps to seal this deal, or negotiate a better terms? Nothing is final yet. Decisions will be made by next year.

    MANILA, Philippines - The Philippine government said Tuesday it had cancelled a 73 million dollar deal to buy military helicopters following allegations of collusion with a Polish defense contractor.

    A formal inquiry found no hard proof of collusion between PZL Swidnik and the defense ministry panel that recommended the award of the contract, but concluded the deal was overpriced, ministry spokesman Eduardo Batac said.

    "Defense Secretary Voltaire Gazmin has approved the recommendation of the board of inquiry to declare a failure of bidding for the attack helicopter acquisition project of the Philippine Air Force," Batac said in a statement.

    The deal, approved by the bid committee in September this year, would have seen the Philippines buy seven attack helicopters,
    including one with night-vision capability, for 3.2 billion pesos (73 million dollars).

    Gazmin also froze the planned acquisition of three billion pesos' worth of combat utility helicopters for the Philippine Navy, for which no contract awards had been made, Batac said.

    "We are going to encounter some delays," he said of the Philippine government's efforts to modernise its military equipment, adding that no decision had been taken on how best to proceed.

    The Philippines needs the aircraft to fight communist as well as Muslim separatist insurgencies.
    Tenders for the air force and navy helicopters were first sought in 2007 under President Benigno Aquino III's predecessor Gloria Arroyo, Batac said.

    After a series of failed tenders in 2008 and 2009, when no bids were submitted, the ministry revised the number of units it wanted to buy down from eight to seven, as well as changing payload and engine specifications.

    However, only one company made a bid even with the revised requirements, Batac said.

    Aquino blocked the entire project and ordered an inquiry in October this year amid allegations the bid committee rigged the rules to favor PZL Swidnik,
    the only firm that eventually submitted a bid for the attack helicopters.

    "In the course of their investigation, the (inquiry board) did not find 'prima facie' evidence of collusion," Batac said.

    "However, the (board) found the (bid committee's) decision to reduce the quantity of attack helicopters that can be acquired from eight to seven... to be unquestionably disadvantageous to the government," he said.

    It would have shortchanged the government of 400 million pesos, he added.

    Monday, February 14, 2011 - AgustaWestland

    AgustaWestland, a Finmeccanica company, is pleased to announce that PZL- Świdnik has delivered all of four upgraded W-3PL Głuszec helicopters, a multirole combat version of the W-3 Sokół, to the Polish Land Forces.

    PZL- Świdnik and the Polish Ministry of Defence signed a research and development phase contract in 2003 for a prototype W-3PL (Głuszec) helicopter, a modernised version of the Army’s existing helicopter. A second contract was signed in 2006 to upgrade four in service helicopters to W-3PL standard. PZL- Świdnik and the Polish Land Forces are now discussing the possiblility to modernize additional W-3 helicopters to the Głuszec standard.

    The multi-role W-3PL Głuszec draws on knowledge gained from the Polish Air Brigade’s experiences on combat missions in Iraq. An in-depth modernization of all the helicopter’s systems was implemented to enhance its capabilities for a range of missions including troop transport, combat search and rescue (CSAR) and armed attack of ground targets.

    The helicopter is now equipped with a 4-axis AFCS, engines with FADEC, and an NVG-compatible cockpit with Multi-Function Displays. Navigation equipment package includes INS with GPS, Tacan, VOR/ILS, DME and a digital map. All communication, navigation and weapon systems are now fully integrated. The W-3PL Głuszec is also fitted with self-protection equipment and systems including IFF, RWR, IR warning receiver, chaff and flare dispensers and armour protection for the crew seats, floor and cockpit doors.

    Ten fully equipped troops can be transported by the W-3PL on folding seats in utility configuration with the troop commander position equipped with an MFD. For SAR missions the cabin can be fitted with up to four stretchers, medical equipment, rescue hoist and search light. A range of weapon systems integrated with a sight-unit (TV/FLIR, Laser RF and HUD) include rocket launchers, a conformal side pod with 23 mm gun, mine laying system on NATO standard beams and a 12,7mm machine gun in a nose mounted turret.

    The Sokół can perform a number of roles including military missions, fire fighting, utility, EMS, law enforcement and VIP/corporate transport.

  105. Served the army for 2 yrs and went back to reserve duties. I do have family members in the Marine corps and Army. Hindi isyu kung san galing ang air assets ng PAF as long as reliable at easily maintained. I understand ang sentiments ng mga nagpu-push ng Blackhawks etc pero kung sobrang mahal kasama ang maintenance, wala ring saysay. Sayang rin lang ang pera sa pagbili dahil eventually mapapabayaan rin ito.

    In the art of war, 2 ang focus, either focus on number to overwhelm ang kalaban or strategic advantage gaya ng technology para ma-upset ang anumang difference in numbers. Since we cant have both, we have to be realistic and get what we can maintain and use to its biggest potential.

    We need ships and aircrafts to patrol our vast seas and territory and we cant afford na maging mayabang by purchasing high-priced 4th generation craft gaya ng f-16. What we require are low-cost jets such as highly advance trainers that can be use as interim multi-role jets. these cost less in purchase price, maintenance and could provide the needed transition of most of our pilots who have no real experience with high-end fighters since we only had a handful of 60's f-5 that were retired decades ago. these trainer jets such as the m-346, ta-50 etc have longer loiter time to patrol our seas, can carry arms, train new pilots, and consume less fuel.

When the time come when US Government have a sour relationships with are government they will create embargo in military equipment that we want to buy from them.   116. PAF to Get First Delivery of 4 of 8 Brand-New CUH Bought from Poland Next Month

    MANILA, (PNA) – The Philippine Air Force (PAF) will get the first delivery by the middle of next month of four of eight brand-new combat utility helicopters it ordered from PZL Swidnik of Poland.
    Lt. Col. Mike Okol, PAF spokesman, told the Philippines News Agency that the remaining four helicopters will be delivered in November, also this year.
    PZL Swidnik is the biggest helicopter manufacturer in Poland. Its main products are the PZL W-3 Sokol and PZL WS-4 helicopters used by the Polish Air Force and other European countries.
    The PAF bought the eight Polish-made helicopters at a contract price of P3 billion.
    The arrival of four utility combat helicopters is part of the Armed Forces of the Philippines’ modernization program to boost the PAF’s air power, particularly supporting ground troops during combat operations.
    The PAF has in its arsenal the reliable UH-1H “Huey” helicopters and the MD-520-MG gunships from the United States.
    The Polish company won the bidding to supply the PAF eight brand-new combat utility choppers.
    The funds for the purchase of the choppers were part of the AFP modernization budget in 2007.
    Okol said the acquisition of these helicopters is timely because the Air Force badly needs helicopters of this type to support government ground forces during combat operations.
    The Swidnik helicopter can carry 14 persons, including the pilot and co-pilot and has a maximum speed of 260 kilometers per hour and a range of 745 kilometers non-stop.
    It can climb to an altitude of 19,680 feet, more than twice that of the “Huey.”
    The Polish-made choppers can be armed with a variety of weapons, air-to-ground rockets, air-to-air missiles, M-60 machine guns and 20-mm cannons.
