Builds Budget Terminal

The Department of Transportation and Communications (DOTC) is revising the masterplan of Clark International Airport (CIA) to include facilities for low cost carrier operations (LCC)s.

The masterplan update will cost the government P160 million for the revisions.

In the revision, a budget terminal will be build next year for completion in 2016 with a price tag of 6 billion pesos.


DOTC said the new budget terminal will be an entirely different structure to look more like Changi Airport in Singapore but linked to the existing legacy passenger terminal building.

The original masterplan for Clark International Airport does not include budget terminal for Manila-Clark as it is fondly called by foreign airline operators.

Low Cost Carrier traffic accounts to 80% of all aircraft movements in the airport according to DOTC Official.

“80 percent of traffic is LCC so there is a need to build a budget terminal,” Jaime Raphael Feliciano, DOTC assistant secretary for Planning and Project Development.

DOTC has allotted P3 billion of its 2014 budget for the construction of the 45,000-square meter budget terminal while another 3 billion will be appropriated in 2015 to complete it.

The budget terminal will hold 4.5 million passengers per year.

Currently, Clark has a legacy terminal with passenger capacity of two million per year.

DOTC said the legacy terminal will likewise be expanded to accomodate a million more possibly under a public private partnership (PPP) program which will see the construction of additional floor space for pre-departure area and one more boarding gate.

Earlier, Clark International Airport Corp. President Victor Luciano proposed the construction of a 10 million passenger terminal building, but his proposal was trimmed down by DOTC for being "too ambitious". 

Legacy carriers Asiana Airlines and Dragonair, are the only full service carriers operating Clark at the moment, but they will be joined later in October by Emirates and Qatar Airways doubling the legacy traffic to 25%.

The rest of the traffic is fed by AirAsia, Cebu Pacific, Seair, Jin Air which are all low cost carriers.

Clark is the fastest growing airport in the country posting passenger traffic of 1.3 million in 2012. It is slated to be the country's third busiest airport this year.

    so the other 20 percent can use the existing terminal ( na hindi naman halos nagagamit ) para maluwag.. then yung 80% na LCC, may sariling terminal.

  2. Whats the use over budgeting this airport if it may not be the gateway to the Philippines. Since PAL is planning an Airport near by Manila, most likely it will be the gateway to Philippines. More advance airport then any other airport in the Philippines.

  3. Just a waste of money and resources..why not invest in a bigger airport that can accomodate passenger up to 100 million and make it the gateway of the philippines..anu ba ito dual system airport?..napakahirap nmn..bakit d nlng pag isahin pra sa convenience ng passengers

    1. Ito na naman ang gobyerno..mahilig sa.mga remedy..bakit d pag aralan ng mabuti at implement ito..plan should be feasible up to 2030..hindi ung para maibsan lng ung prob ngaun..sayang ang tax na binabayad ko

  4. I went to manila a couple of times. ita desgusting compare to bkk or sin. They feel like home. I was scared going to toilet. How can have it like this? Even naia 3 is 3 star airport. This country needs foreign people to run aviation airports. Not pinoy

    1. Are you serious? Comparing NAIA to SIN or BBK? They are like the World best airport and your comparing to NAIA. Yes NAIA is disgusting but they are renovating NAIA terminal 1 which is the reason why NAIA is called the Worst Airport. But, Im happy that their planning to build a new airport near Manila for it to become the Gateway for the Philippines. Looking forward for that.

  6. ASIA is just a plan like anybody else proposed by the private sector. The way things are at the moment is NAIA and CLARK, otherwise known as the twin airport system. There is no third airport system.

  7. Ano ba naman iyan? Papalit-palit ng desisyon kung ano talaga ang magiging bagong international airport ng ating bansa. Pakibilisan naman at kailangang-kailangan na talaga ng bagong airport ang Pilipinas. I-finalize nyo na ang plano. At make sure na may dalawa o mahigit pang parallel runway ang magiging bagong airport ng Pilipinas.

  8. DOTC Sec. Abaya reiterated that PNoy is now in favor of the Clark as the twin airport of NAIA. According to the 2013 Clark Aviation Conference, the budget terminal will serve as market for flying to and from Clark. The new legacy terminals (2011 conceptual land use plan), shall begin after 5 years of the budget terminal's operation. Indeed the country needs to finalize its plans fast. But let's keep in mind that a new gateway doesn't appear overnight.

  9. DAPAT kasi ay gumawa na lamang ng bago, maganda, at malaking airport malapit sa Maynila tulad ng Cavite at Bulacan at iyon ang "twin airport" ng NAIA. At yung sa Clark naman ay para sa mga taga-Pampanga, probinsyang kalapit ng Pampanga, at Hilagang Luzon na lamang.

  11. I thought once the new terminal was built, it will dedicate for international traffic, and the existing terminal is for domestic flights. And I thought 2 additional terminals will be build, terminal 2 and 3, and one of them is X-shaped satellite concourse. And additional runway will be build with the total of 3 parallel runways.

    What happened to that previous plan. New terminal which is much bigger than existing terminal, is for budget airlines? And the major flag carriers of Philippines and the entire country will compress to existing terminal which is smaller than NAIA terminal 1. I don't think this "new" master plan will replace NAIA. AND DO NOT AIM TO BRING INTERNATIONAL AIRLINES THAT CANCELS MANILA such as Aeroflot, Air France, Our Airline (formerly known as "Air Nauru"), Alitalia, British Airways, Czech Airways, EgyptAir, Garuda Indonesia, Lion Air (Indonesia), Pakistan International Airlines, Royal Jordanian, SAS, Swiss International Airlines, United Airlines (Tokyo Narita - Manila, now being served from Guam, Koror, and Chuuk), Vietnam Airlines, Hawaiian Airlines, Lufthansa, and others BACK TO PHILIPPINES.
