PAL Plans Bankruptcy Protection

Flag carrier Philippine Airlines (PAL) intends to seek court bankruptcy protection before the end of the year as it fails to convince aircraft lessors for debt restructuring plans and return of at least 20 unused aircraft that drain the airlines finances.

The airline did not disclosed what aircraft they intend to return, but it operates a mixed fleet of long haul Airbus and Boeing aircraft as well as narrow-bodied Airbus aircraft and Bombardier turboprops. 

The company said they are still in talks with aircraft lessors as to revision of its schedule of its payments, and return of some aircraft as it could no longer pay for them.

PAL caution that should they not agree with their proposal it will have no choice but to seek court protection to relieve it of financial burden amounting to at least US$1 billion and raise US$505 million "for post-restructuring liquidity requirements." 

President Gilbert Santa Maria told employees during the town hall meeting that bankruptcy protection was necessary to help the airline survive the pandemic as it suffered capital shortfall of US$480 million as of end of September. 

These plans were disclosed by airline officials after its earlier negotiations with aircraft lessors fails. It is now asking for their reconsideration before filing court action. The voluntary receivership will enable the airline to defer lease payments without incurring penalty and return aircraft to lessor saving them much needed cash as they buy time to weather out pandemic. 

The airline is looking to avoid a scenario where creditors file a liquidation proceeding for its inability to pay debts. 

The Lucio Tan group earlier made a series of capital infusions to keep the airline afloat, including US$225 million in deposits for future stock subscription, US$122 million in advances in March and US$74 million in non-aviation asset sales. 

Its best effort to keep the airline afloat feel short however as the Covid19 pandemic lingers longer grounding almost all of its fleet and preventing them to generate much needed revenue to pay off lease payments to its aircraft. 

PAL reported a comprehensive loss of $159.3 million in the third quarter of 2020 versus a $98 million loss during the same period in 2019. While its losses in the third quarter eased by 30 percent from the $228 million loss in the second quarter, its revenue of $184.8 million wasn't enough to pay off debts from leased aircraft.

Philippine Airlines previously entered court-assisted rehabilitation in 1999 after it was struck by the Asian financial crisis and came out of receivership in 2004. 

"Philippine Airlines management and stakeholders continue to work on a comprehensive recovery and restructuring plan that will enable PAL to emerge financially stronger from the current global crisis," Sta. Maria said. 

“We now have an increase in regular commercial flights. We also have special cargo and repatriation services that helped boost PAL’s third-quarter performance,” PAL said.

The airline announced that it had carried 339,000 passengers during the third quarter, higher than the 92,000 that it flew in the second quarter. PAL however laments that it has restored just 17 percent of its pre-pandemic flights on average.

"We will make the necessary disclosures at the proper time, once details are finalized. In the meantime, we continue to gradually increase our flights operated on most of our international and domestic routes in line with market recovery." adds Sta. Maria.

Delta Resumes PH Operations

Flight Resumes 2 January 2021

US carrier Delta Airlines (DAL) will resume its Manila to U.S. service beginning January 2, 2021. 

The airline will fly from Seattle and Atlanta to Manila via via Seoul-Incheon in South Korea with Airbus aircraft. 

The flights from Seattle will be operated by Airbus A330-900neo, while the flight from Atlanta to Manila will be operated by Airbus A350-900 aircraft. 

Delta’s Manila-Seattle flight will operate daily leaving Manila at 9:50AM arriving Seattle at 10:05AM. Its return flight will leave at 11:36AM arriving Manila at 9:35PM. 

Meanwhile Manila to Atlanta flights will also operate daily leaving Manila at 9:55AM arriving Hartsfield-Jackson Atlanta International Airport at 5:45PM. Its return flight will depart Atlanta at 10:35AM arriving Ninoy Aquino International Airport at 9:35PM.


Combat Utility Helicopters Finally Arrived

The first five of 16 brand new Sikorsky Blackhawk S70-i combat utility helicopters ordered for the Philippine Air Force (PAF) in 2019 were delivered from Poland to the Philippines Monday, November 9 aboard an Antonov An-124 Ruslan strategic airlifter. The sixth frame is also on the way to the Philippines on board commercial shipping vessel together with some classified parts and accessories arriving next month in Subic. The rest of the order will arrive next year completing PAF’s ‘combat utility helicopter’ (CUH) requirement under the ‘Horizon 2’ phase of the Revised Armed Forces of the Philippines Modernization Program (RAFPMP). The CUH programme valued at about USD240 million, was awarded by PAF in 2018 to Lockheed Martin of the United States after Canada disapproved the further sale of 16 Bell 412EPI medium-lift helicopters to the Philippines through a government-to-government deal valued at USD232 million on human rights concern against insurgents. The S-70i helicopters were manufactured by PZL Mielec – a Lockheed Martin company based in Poland. .


CAAP restores communications lines in Bicol Airports

Communication lines at airports operated by the Civil Aviation Authority of the Philippines (CAAP) in the Bicol region, which were most hit by Typhoon Rolly over the weekend, have been restored as of today (Nov 5).

The region’s airports are now slowly recovering from the typhoon’s aftermath with clearing operations commencing immediately after the typhoon passed.

According to its situational report, most damages at Catanduanes Province’s Virac Airport are in its passenger terminal building’s (PTB) ceiling and second floor. Parts of the PTB’s roofing were also damaged.

Virac Airport’s electric power and mobile and internet signal has also been restored on Tuesday. The airport is now operating from 6:00 AM to 6:00 PM and catering to military flights and humanitarian flights from both the public and private sectors.

Meanwhile, Catanduanes province has requested for a 2-week suspension of Cebu Pacific flights to Virac as the province recuperates from Rolly.

Other airports in the region, such as Legazpi Airport, Naga Airport, and Bicol International Airport, which is currently under construction, sustained minimal damage in its PTB and other facilities caused by the strong winds of Typhoon Rolly, with Naga Airport’s approximate cost of damage coming up at P5.5 million.

Security in all Area 5 Airports (Bulan, Daet, Legazpi, Masbate, Naga, Sorsogon, Virac) remain on heightened alert.

Aside from these airports, Sangley Airport and Marinduque airports in Region 4 also sustained minimal damages.

As of today, all CAAP-operated airports are now back to normal operations.

CAAP airports that were critically damaged, especially in Area 5, are also undergoing assessment and processing of reports for GSIS insurance claims.
