CRK Envisioned to be PH First Aeroport City

Clark International Airport operator Luzon International Premiere Airport Development Corp. (LIPAD) is planning to put up a 759-hectare aviation, logistics, and  business hub, with a master plan due by yearend as it seeks to transform the airport into a broader  economic gateway.

LIPAD has tapped infrastructure consulting firm AECOM to develop the master plan for the Clark AeroDistrict, which will expand the airport beyond passenger operations by integrating aviation, logistics, business, and  investment activities within the Clark Freeport Zone.

“Clark International Airport has always been more than an airport. It is a gateway that connects people, businesses, and opportunities. We want Clark to become a leading hub for aviation, logistics, business, and investment, while helping drive economic growth for the country,” LIPAD President and Chief Executive Officer Noel F. Manankil said on Tuesday. 

The master plan is expected to be completed by the end of the year, while development of the Clark AeroDistrict is targeted to be completed within five years, Mr. Manankil said.

Mr. Manankil further said the master plan would be implemented in four phases covering a maintenance, repair, and operations (MRO) facility, general aviation and freight services, a cargo facility, and a passenger terminal facility.

A key component of the development is the 130-hectare Cargo City, which is intended to accommodate existing and emerging logistics players.

“The development offers scalable, investment-ready infrastructure that will strengthen supply chains and improve the movement of goods across domestic and international markets,” LIPAD said.

The company said cargo operations have continued to expand. Cargo flights rose 31% year on year to 752 in June, driven by 694 international cargo flights and 52 domestic cargo flights.

For the first six months of the year, cargo flights increased 27% to 3,947 from the comparable period a year earlier.

Cargo throughput rose 10% year on year to 48,655 metric tons, with international cargo accounting for 47,134 metric tons, or 97% of the total volume during the period.

Mr. Manankil said LIPAD is exploring a public-private partnership or joint venture structure for the project.

Meanwhile, LIPAD lowered its passenger traffic target for the year to 3.1 million from 3.3 million after the conflict involving the United States, Israel, and Iran pushed up jet fuel prices, prompting airlines to reduce flight frequencies.

Passenger traffic at Clark International Airport reached 1.64 million in the first half, driven by international travel.

International passenger traffic declined 5% year on year to 879,990, while domestic passenger traffic rose 24% to 758,328 following the transfer of turboprop operations to Clark, Mr. Manankil said.

LIPAD is a consortium composed of Filinvest Development Corp., JG Summit Holdings, Inc., Philippine Airport Ground Support Services, Inc., and Changi Airports Philippines (I) Pte. Ltd., a wholly owned subsidiary of Changi Airports International. The consortium took over the operations and maintenance of Clark International Airport in 2019.

 

Schema Konsult Wins Detailed Engineering Contract for Clark second runway

Philippine firm Schema Konsult Inc. and its partner South Korea-based Yooshin Engineering Corp. was awarded the P206.9-million contract for the detailed engineering design of Clark International Airport’s second 4.0km runway.

The additional runway will serve as a backup to the main runway in case of operational disruption or unavailability, ensuring continuity of safe operations and enabling non-stop airport activity.

The detailed engineering design phase is targeted for completion by the second quarter of 2027.
The Bases Conversion and Development Authority (BCDA) issued a notice of award dated March 26, 2026 to the joint venture, which had the highest rated and most responsive bid, besting three others. 

Thereafter, once the design is finalized, BCDA will conduct a separate bidding process for the construction of the new runway, projected to become operational by the fourth quarter of 2029.  

PAL Inaugurates Clark-Siargao Flight

Flag carrier Philippine Airlines (PAL) has relaunch direct flights between Clark and Siargao, flight of which began on Tuesday, 3 December.

The Siargao-Clark flights will operate thrice weekly, every Tuesday, Thursday and Saturday.

Departures from Clark are scheduled at 11 AM, with arrivals at 1:05 PM in Siargao. Return flights leave Siargao at 1:35 PM and arrives in Clark at 3:40 PM.

The flights will be flown by DHC8-400NG aircraft with 86 seating capacity.

This will be the airlines 5th destination out of Clark after Cebu, Basco, Busuanga, and Caticlan.

SIA Engineering in the Philippines becomes first E2 jet authorised service centre in Asia Pacific

SIA Engineering (Philippines) Corporation (SIAEP), a subsidiary of SIA Engineering Company (SIAEC), has become the first Embraer-authorised service centre for its newest E2 family jets in the Asia-Pacific (APAC) region.

Accordingly, SIAEP will perform maintenance, repair, and overhaul (MRO) services for Embraer’s E-Jets E2 family of aircraft at its hangar in Clark International Airport in Angeles City, Pampanga.

SIAEP has been an authorised service centre in APAC for Embraer’s first-generation E-Jets since 2017. It has three hangars in Clark, Philippines.

SIA Engineering Philippines (SIAEP) is likewise set to perform MRO work on Scoot, the low cost airline of Singapore International Airlines. 

Embraer’s Services & Support footprint is an important development for the Brazilian aerospace firm’s expansion strategy in APAC.

The company’s E-Jets fleet in APAC is operated by airlines in Singapore, Australia, India, Myanmar, Japan and China.

CEB Resumes Clark Flights to 4 Domestic Destinations

Low cost carrier Cebu Pacific (CEB) is resuming more flights from Clark International Airport to four local destinations it stopped during covid19 pandemic in 2020.

The budget carrier said it will re-introduce flights from Clark to four domestic points  beginning October with the arrival of more Airbus 320 aircraft to join its fleet, bringing CEB's total destinations via Clark to 10 international and domestic points.

Flights to Puerto Princesa will resume on the first week of October, while flights between Clark and General Santos and Clark and Iloilo restart on October 21, and flights from Clark to Davao recommence on October 22. 

Starting October 2, flights to Puerto Princesa will operate from three to seven times weekly.

Flights to General Santos will operate from thrice weekly to daily, and Iloilo from thrice weekly to daily starting October 21.

Additionally, the Clark to Davao route will operate from three to seven times weekly starting October 22.

CEB said it will station 5 Airbus aircraft in Clark to support its hub.

The airline currently offers flights from Clark to Caticlan, and Cebu, along with international connections to Bangkok, Hong Kong, Narita, and Singapore.

"This resumption underscores our commitment to offering greater accessibility to travelers from north and central Luzon and provide every Juan with more opportunities to discover the beauty and diversity of the Philippines, one destination at a time,” said Cebu Pacific president Xander Lao. 

Mr. Lao in a statement Monday, said more domestic destinations from Clark will be added once new Airbus aircraft joins their fleet.  

The airline announced earlier that it signed a memorandum of understanding (MOU) with Airbus for the purchase of up to 152 A321new aircraft for $24 billion or P1.4 trillion based on list prices. It was deemed the largest aircraft order in Philippine aviation history.

CEB Regrows Clark with 13 New Destinations

Low cost carrier Cebu Pacific Air (CEB) is expanding its international and domestic operations at Clark International Airport beginning April this year, making it the airports largest airline.

CEB said that it would operating a combined 13 domestic and international flights at Clark International Airport in a statement released on Tuesday. It would also rehire an additional 140 personnel to strengthen its Clark hub, to include flight and cabin crews, ground staff, and support workers.

The airline will also station three additional A320 aircraft to be based in Clark, from its procurement of ten new Airbuses expected to be delivered this year.

“We are excited to reestablish our presence in such an important gateway that will boost accessibility and connectivity for the traveling public,” said Cebu Pacific President and Chief Commercial Officer (CCO) Xander Lao.

Flight services to reopen are destinations for Caticlan, Davao, Cebu, Iloilo, Bacolod, General Santos, and Cagayan de Oro starting in April, while the Puerto Princesa route will begin in June.

The international re-open routes includes Hong Kong, Bangkok, and Singapore. It currently flies to Tokyo-Narita and Macau.

Clark Opens Terminal 2 Beginning May 2

Terminal 2 of Clark International Airport will open to the public beginning May 2, according to its airport operator.

Luzon International Premiere Airport Development (LIPAD), operator and manager of CRK, said the Transport Department has cleared them to begin operating the terminal after complying all regulatory requirements for international gateway.

LIPAD in a statement said that starting May 2, all Domestic and international flights will be utilizing the new Passenger Terminal Building (PTB) of Clark International Airport (CRK).

CRK is serviced by local carrier Air Asia, Cebu Pacific and Philippine Airlines, and international carriers Jetstar Airways, Jeju Air, Jin Air, Qatar Airways, Emirates Airlines, and Scoot Airlines.

"Passengers of airlines including Jetstar 3K 779/780, Qatar Airways QR 930/931, Scoot TR 386/387, Emirates EK 338, Cebu Pacific Air 5J 606/607 and Philippine Airlines PR 2833/2834 are advised to proceed to the new terminal," says Bi Yong Chungunco, LIPAD Chief Executive Officer.

“We have put a lot of effort into making our passengers’ journey as seamless as possible through the terminal and getting to and from our airport,”  according to Chungunco.

The airport already serves point-to-point bus services from Trinoma and Parañaque City for commuters. It also has taxi services within Pampanga and other car rental services are available.

The new terminal spans 110,000 square meters and will host 18 aerobridges when completed. Its state-of-the-art facilities positions it as a premier Asian gateway for tourism and business, LIPAD said.

CRK also features a touchless passenger check-in experience. Self-service, self check-in kiosks and self-bag-drop systems are in place for passenger safety and autonomy.

The new terminal, built by Megawide Construction Corp. and GMR Infrastructure Ltd., was completed in October 2020, increasing the airport’s passenger volume from the current 4.2 million to 12.2 million annually.

Clark Outdo Cebu As Best Airport In Country

Clark International Airport Terminal 2 in Pampanga is ready for business as it opens the best facility in the country as it offers the first contactless facility in the Philippines. 

The new terminal which can handle eight (8) million passengers has contactless check-in counters and contactless baggage check-in counters. It also boast the first contactless ordering system in terminal restaurants, silent policy, gender-inclusive restrooms, and advanced aircraft visual docking system in the Philippines.

The new terminal also boast the first Overseas Filipino Workers (OFW) lounge for free to Filipinos working abroad.

Terminal 2 is expected to be connected to an airport express railway line to Manila in 2025 in less than 1 hour of travel time.

Airport operator GMR Megawide has completed the second Passenger Terminal Building (PTB T2) of Clark International Airport in Angeles City, Pampanga, 30 days ahead of schedule.

The new PTB constructed in 2018 at a cost of 15 Billion pesos, is slated to commence operations by January next year tripling the airport's capacity from the current 4.2 million to 12.2 million passengers annually.

Korean Air Flies Clark

South Korean flag carrier Korean Air began offering direct daily A330-300 flights from Clark to Incheon, South Korea, the Department of Transportation (DoTr) announced.

“Travelers to Korea can now add Clark as their gateway beginning today, 27 October 2019,” the DoTr said in a statement.

KE 636 departs Clark at 13:10 and arrives in Incheon at 18:10. The return flight KE 635 departs Incheon at 7:55 a.m. and arrives in Clark at 11:05 a.m.

“Today, it’s not about coming in and flying out, it’s all about trust. And I know that Korean Air came here not only because of the revenue that is to be generated, but more importantly, and this was mentioned to me by Ambassador Han — ‘we are going to Clark, if we are going to expand our operations in the Philippines, it’s because we want to show faith and trust in the Republic of the Philippines,” Transportation Secretary Arthur P. Tugade said during the inaugural ceremony for Korean Air’s new route at the Clark International Airport.

Mr. Tugade noted that Clark remains to be an “attractive and viable destination” for air traffic and logistics hub in Central Luzon and Northern Metro Manila.

Korean Air wanted to fly to Manila but due to slot restrictions at Ninoy Aquino International Airport (NAIA) was advised by DOTr to fly Clark instead. KE has 17 flights from Manila to Incheon every week and 14 flights a week to Mactan Cebu.

Korean Air now operates 460 flights per day to 125 cities in 44 countries.

Korean Air was established in 1969 and it is one of the world's top 20 airlines. It carried more than 26 million passengers in 2018.

North Luzon Airport Consortium has received formal notice from the government to operate and maintain the Clark International Airport under a 25-year concession agreement.

The airport terminal will be operated and maintained by Lipad Corporation, the consortium's subsidiary.

The airport Consortium consists of Gotianun-led Filinvest Development Corp, the Gokongwei's JG Summit Holdings Inc, Philippine Airport Ground Support Solutions Inc, and Changi Airports Philippines, a wholly-owned subsidiary of Changi Airports International.

The Airport Terminal of Clark International Airport suffered major structural damage when ceilings to its check in area collapse after experiencing 6.1 magnitude earthquake.

Clark Airport Pres. Jim Melo said the airport will need to be closed for 24 hours for safety reasons as they evaluate the remaining terminal structure integrity.

Metrojet Builds MRO Base in Clark

Hong Kong-based Metrojet Ltd. is spending $25 million to build its largest business aviation parking and maintenance facility in Clark, which will become the firm’s regional hub in the Asia Pacific Region.

The business jet operator broke ground yesterday to construct the 26,000 square meter facility for Metrojet Maintenance Clark Ltd., its single largest investment in the Asia Pacific region to date.

“We’re looking at (spending) around $25 million just for the facility and then obviously there’s the ancillary growth that will happen in the continued operations, capital investment that will have to continue year in and year out,” Metrojet chief executive officer Gary Dolski told reporters.

Dolski said the Clark facility would be leased for 50 years.

“This will be our largest facility where we will do our base maintenance,”he added.

The Clark facility has over 7,100 sqm of hangar floor space, which can typically accommodate up to 10 long range business jet and Boeing business jet or Airbus corporate jet.

Other features of the facility include over 2,500 sqm of customer accommodations and storage, fixed base operator (FBO) capability engineering support workshops and materials warehousing.

It also has a dedicated taxi-way and parking ramp of over 11,000 sqm that will provide secure and private aircraft parking, maintenance and FBO services.

“Clark is a very good area for us. The airport is a good airport. We have the government support. Geographically, its very well located and we can draw in work from the region from China and from Hong Kong,” Dolski said.

Metrojet first entered the Philippines eight years ago with its 1,200 sqm hangar in Clark.

It currently has a hangar facility in Hong Kong and offices in Singapore.

“With this Clark facility,we at Metrojet are strengthening our footprint in Southeast Asia,” Metrojet chief operating office Bruce Watson said.

“The growing strategic importance of Clark is with its freedom of operations and freeport zone enables us to provide clients with a high quality and very competitive hangar parking and maintenance facility in the region, especially with locations such as Hong Kong and Singapore becoming increasing expensive and having capacity constraints,” he added.

The company noted that the hangar for the upcoming Clark facility will be constructed by Aircraft Support Industries(ASI) under a design-build contract managed by MERx Construction.

“Clark is currently seeing rapid growth not only as a strong business district but also as an ideal aviation and logistics hub. The ongoing expansion of the Clark International Airport positions Clark as a premier international gateway in the Philippines,” Dizon said.

“I am optimistic that this will bode well for Metrojet’s new investment in Clark and for future investors from the aviation industry,” he added.

Changi Airport Wins Clark O&M

The Changi Airport headed North Luzon Airport Consortium won the operations and maintenance contract of Clark International Airport’s existing passenger terminal, and the new terminal building set to be operational by 2020, the Department of Transportation said Friday.

The North Luzon Airport Consortium members includes Filinvest Development Corp., JG Summit Holdings Inc., Philippine Airport Ground Support Solutions Inc. and Changi Airport Philippines Pte. Ltd.

Clark International Airport will open a new 4 million per annum  low cost terminal in the first half of 2020.

The new 100,000-square-meter terminal will double its capacity to eight million passengers a year as it makes way to become the primary low cost gateway to the country.

Clark International Airport has a current annual capacity of four million passengers. It registered 1.8 million passengers up to November 2018.

Airlines operating international flight in Clark include Qatar Airways, Scoot, Cebu Pacific, Jeju Air, Jin Air, Asiana Airlines, Dragon Air, T'way, AirAsia, Philippine Airlines, Jetstar Asia, China Eastern and Emirates Airlines with flights to Shanghai, Hong Kong, Taipei, Singapore, Bangkok, Macau, Pudong, Incheon, Doha, and Dubai.

AirAsia Stops KUL-DVO

Flight Ends August 21

Malaysia AirAsia Berhad is dropping its flights between Davao and Kuala Lumpur in August, less than a year after launching the service in December 2017.

In a statement, the budget carrier said it is suspending the four times weekly direct flight starting Aug. 21 due to “commercial reasons.”

The airline has been unable to generate revenue from operating this route resulting to its cancellation despite earlier proposal to reduce frequency to save the route.

Its local subsidiary, AirAsia Philippines however is scheduled to offer thrice weekly flight services between Clark - Taipei on July 12.

PAL Grows Q400 Hub In Clark

Philippine Airlines (PAL) has expanded its Clark hub further by adding turboprop routes to Mindanao, Mindoro, Palawan and Northern Luzon.

Four new destination points to Siargao, San Vicente (Palawan), Cauayan (Isabela) and San Jose (Mindoro) will be added to PAL’s hub at Clark International Airport starting July 1 as the airline inaugurate daily service to Siargao in Surigao del Norte using the new Bombardier Next-Generation Q400 turboprop aircraft.

PAL will open next regular flights from Clark to the newly opened airport at San Vicente in Northern Palawan, along with Cauayan in Isabela and San Jose in Mindoro on October 28, 2018.

The airline will fly twice a day to San Vicente, eight times a week to San Jose and six times weekly to Cauayan, all using the newly acquired Q400s.

PAL currently operates seven Q400NGs it received from Bombardier on Orders announced on December 8, 2016, two frames more than its older fleet of Q400 which has gone back to lessor. Five more Q400NGs will be delivered until next year enabling the airline to step up the pace of its inter-island route expansion out of hubs in Clark, Cebu, and Davao.

PAL operates free Manila shuttles to and from Clark International Airport hub to 19 destinations namely, Bacolod, Basco, Busuanga, Cagayan de Oro, Calbayog, Catarman, Caticlan, Cauayan, Cebu, Davao, Masbate, Naga, Puerto Princesa, San Jose, San Vicente, Siargao, Tagbilaran, Virac and Seoul (South Korea).

Clark Fastest Growing Airport in 2017

Clark International Airport (CIA) is the fastest growing airport in the Philippines for the second time after registering 1,514,531 passengers, an upswing of 62% from the previous year.

CIA previously recorded 71% jump in growth in passenger traffic from 2011 to 2012 making it the fastest growing airport in 2012. Passenger traffic however declines after that period when airlines shifted its operations to Ninoy Aquino International Airport leading to its present congestion.

CIAs fortune began to turn when the Transport Department (DOTr) ordered airlines to relocate to Clark beginning 2017. The number of flights dramatically increased in 2018, with a 122 percent increase or 7,600 flights as compared from 3,400 in 2017.

The airport currently boast a passenger terminal building (PTB) with annual passenger capacity of four million people from the previous 2.5 million people in 2013.

Another ₱12.55 Billion low cost terminal designed by Aéroports de Paris Ingénierie (ADPI) is under construction and is scheduled to be completed by the first quarter of 2020 after Construction Contract was signed on January 29, 2018.

The LCC terminal constructed by Megawide Construction Corporation and India’s GMR Infrastructure will have passenger handling capacity of 8 million passengers per year boosting the airport’s total passenger handling capacity from 4 to 12.2 million people per year in 2020.

In 2015, ₱8.7 billion was allotted by the Aquino Administration for construction of 4 million capacity LCC terminal, but this project was revised again by the Duterte administration in 2017 adding four million more capacity to the project.

ADPI has prepared a revised terminal plan to be implemented in four phases with ultimate target of 80 million passenger capacity per year upon completion of the fourth phase under the latest masterplan submitted in 2015 with dual runway concept expected to be constructed in 2040.

Airport operations currently managed by the Clark International Airport Corporation (CIAC) is being bidded out for a 25 year concession contract to eligible international airport operators. Bid submission is scheduled on July 20 to be followed by a post-qualification on August 7. The target for awarding of O&M Contract is on August 30, 2018.

Clark International Airport is envisioned by the Duterte administration to be the next major gateway in the country. The project under the current revised state, is the first hybrid infrastructure project implemented under the Build Build Build program.

GMR to Build Clark Low Cost PTB

Megawide Construction Corp. and India’s GMR Infrastructure has bagged the contract to design, engineer and construct the new Passenger Terminal building (PTB) at Clark International Airport in Pampanga after the consortium offered to build the facility for ₱9.36 billion, about 25 percent below the ceiling price of ₱12.55 billion set by Bases Conversion and Development Authority (BCDA).

The new passenger terminal building with floor area 82,600 m2 is intended for low cost carriers and will have capacity of 8 million passengers per annum.  It will supplement the main international terminal with four million passengers capacity per year bringing to 12 million passengers annually when completed by 2020.

The terminal project also involves the construction and installation of all required associated facilities—both landside and airside, to support its operations.

Other bidders of the terminal project were China State Construction Engineering Corporation Limited, China Harbour Engineering Company Limited, Sinohydro Corporation Limited, and the consortium of Tokwing Construction Corporation and China Machinery Engineering Corporation.

The new terminal building will break ground on December 20, 2017 at the Clark Civil Aviation Complex in Pampanga.

Meanwhile, a separate bidding will be undertaken by BCDA next year for the Operations and Maintenance contract of the terminals.

Clark Airport handled close to 1.5 million passengers as of December 15 catering 125 domestic and 140 international flights per week.
