CAAP failed to prepare the country for the FAA review

Manila -  The US Federal Aviation Administration (FAA) has rated the Philippines anew as "FAILED" in its aviation compliance directive, and recommended that the country should remain further under heightened surveillance (CAT 2), according to initial reports submitted to Washington.

"It (the Philippines) failed  to pass our technical review" says one of the members of the FAA team that went to the Philippines two weeks ago. He was speaking on conditions of anonymity as he was not authorized to speak on the matter.


Among the FAA Technical Team that went to the Philippines were Jacque Astre, FAA Team Leader; Beverly Sharkey, Team Attorney; Craig Michael, Operations Team Member; Andre Lamarre, Airworthiness Team Member and Julianna Kim, State Department International Transportation Officer, as observer.

"We told the Secretary of Transport the real score and he was disappointed with our report" says the source. The FAA Audit Report was already shipped to the Philippines last week.

Department of Transportation and Communications (DOTC) Secretary Mar Roxas was reported to have walked out during an exit conference last January 27, 2012 conducted by Operations Inspector Specialist Jacques Astre, head of the FAA technical team, when he was mislead by CAAP officials as to its readiness to take on the FAA audit.

Secretary Roxas hurriedly left the CAAP building in Pasay City around 11:30 in disgust followed by some CAAP officials pleading to him to come back to the meeting but his face showed how the progress review went. Sources from inside DOTC said that the Secretary was so disgusted with CAAP officials, saying the officials failed to prepare the country for the FAA review.

Press briefing later that day showed a sanitized report as it contained contradictory statement to the real score of Philippine Aviation announcing a complimentary remark from Jacques Astre.

In the announcement, CAAP declared that the Federal Aviation Administration’s Technical Review team tasked with assessing the country’s readiness for an International Aviation Safety Assessment (IASA) audit complimented the CAAP on its progress, saying the agency had accomplished “more in six months than in the previous five years.” 

The FAA representative however stopped short of declaring the Philippines eligible for Category 1 status, pointing out that issues in Legislation, Licensing & Certification Obligations and Resolution on Safety Issues still has to be resolved.

FAA inspectors was very concerned on CAAP’s certification processes for aircraft and personnel, and should accordingly focus its efforts in resolving the problem, the report said.

FAA said that the next audit will be done by The International Aviation Safety Assessment Program (IASA) sometime in February but the specific date was not announced to CAAP. The FAA report said another technical review is necessary before another formal audit could be conducted.

The International Aviation Safety Assessment Program (IASA Program) is a program established by the U.S. Federal Aviation Administration in 1992 designed to appreciate a country's ability to adhere to standards and recommended practices for aircraft operations and maintenance. 

Upon hearing Astre's remarks, DOTC Secretary Mar Roxas became infuriated with the CAAP officials in attendance at the briefing, berating them for failing to adequately prepare for the FAA review before walking out of the meeting. 

Sec. Roxas was interviewed later by the Inquirer who hinted that the Aquino Administration might consider giving up on the issue of upgrading our aviation status, explaining that “It’s our decision to invite them [the FAA] back,” based on the findings of the technical review team’s report.

The FAA told CAAP that it should focus more its attention to the five phases in certification process: application, submission of documents, review of submitted documents, demonstration of capability and issuance of certificate.

When pressed for comment, CAAP said that they were “minor issues” that can easily be resolved.

“The technical review is meant to prepare us for the IASA audit. Minor issues need to be rectified. We ask questions and they provide answers and recommendations. In the actual audit, there will be no questions. It’s either pass or fail,” said CAAP director general Ramon Gutierrez Saturday.

  1. This is disappointing. Looks like CAAP needs a total overhaul, from head to toe. Replace those old, incompetent officials who are still attached to the old order of things and bring in some fresh yet competent ones who has the eagerness to remove the "curse" brought upon us by the Yankees and the Europeans.

What about those in the Air Traffic Control positions..... don't tell me they're all incompetent? Pls .... huwag mo nmn lahatin. Well, anyway your observation is true...maraming walang alam talaga dyan sa CAAP na yan lalo na yung mga retiredf military people....They know nothing better than to say ..that's an order...

    2. Not all CAAP employees are incompetent. In fact, most of the technical people are highly skilled and are far better trained compared to other CAAs in the Asia-Pacific. The problem is, the people appointed to the executive and management positions do not have enough experience on civil aviation. Though, high-ranking officials from the Air Force, the experience they have will never be adequate. Civil aviation is not the same as military aviation. CAAP does not need retired military officials but a leader who knows how to handle operations and who can run the business at par with other businesses in the corporate world.

      Indeed, CAAP needs a total overhaul starting from how and whom the President appoints.

  8. This shows corruption and "padrino" system still exist in CAAP. It is only the simple task to make rules more strict, but why they cannot do that? I'm also disgusted for CAAP. Even the Aquino Administration is giving up for making the Philippine Aerospace more competitive...

  20. The Government plans for better Airports in the country, Now, What difference will it make if they give up on this issue? If they give up now then when will we be upgraded to Category 1 Status? Requirements may not have been fully meet, give them time and someday they will meet these standards... And Why put all the attention to these failures? CAAP did their part even if it wasn't enough.

    I despise the fact that Sec.Roxas walked out. He could have at least thanked CAAP for meeting some of the requirements... There's always a room for improvement. Don't drag CAAP down just because of some officials are corrupt.

    Just my two cents.

CAAP is not being dragged down because CAAP is dragging down itself. once CAAP changes its attitude and work-style and reduce corruption in ALL Levels then the time has come CAAP will move forward. everything else is just another window dressing. CAAP and our country will move also forward. this has to start with a resignation of all senior managers in CAAP and give Sec. Mar the free hand needed to appoint people who have really the know-how and the spirit to lift our country and CAAP out of this mess

  24. It was a stupid decision to drive Al Cusi and his "troop" out of CAAP no matter whether his assignment was not according to regulations or not.
    He had the trust of FAA+EASA+ICAO to do the neccessary improvements.
    And he took great steps towards regaining FAA Cat I status which was acknowledged by FAA and EASA then. SO, when he left everything accomplished was reverted and the philippines aviation is now exactly where it was before Cusi !

  26. It's not only CAAP has lost, its also PAL and Boeing has lost too! The news reported that PAL would have funded the consultant Tim Neil & Ass. (TNA) for CAAP the reality is Boeing through a chap called Larry Kephart, a former FAA guy and salesman of TNA, arranged the consultancy of TNA. Proof is on the ICAO website

    When will the real/true "CAAP" show in its full implementation? It seems like our ADMIN officials of CAAP are always pending the plantilla for all its employees. "Kawawa naman po ung mga JOB ORDERS na ilang taon na since maging CAAP (2008) ay still JOB ORDERS until now (2012)...pero may ITEM/POSITION naman na dapat ibigay na sa mga employees na pumasa sa STANDARDS (Education and Experience) - dapat isumbong na sa DOLE ito kasi ilang years nang JOB ORDER, walang benefits na natatanggap - our new ANS alone are licensed engineers. WHOEVER READS THIS: PLEASE PASS!

    1. You don't have any idea who these people (Dr. Bondoc and Dir. Gutierrez) including some more appointed people. Una, they made sure na hawak nila lahat ng top positions: finance, human resource, bids and awards committee, licensing, etc.. you name it. Na box-out nila yung mga dating chief. Why? Di ko alam, pero obvious di ba?

      Di lang nila nahawakan directly ang mga technical departments kagaya ng:
      1. Air navigation maintenance; reason? ano bang alam nila sa paggawa ng mga navigational aides?

      2. Air traffic service; reason? para sa mga highly skilled lang ito, zero ata talaga sila pagdating dito sa operations.

      Ano pa ba? Marami pang iba...
