DOTr Prepares Swiss Challenge For Bulacan Airport

The Transportation Department (DOTr) will publish the $10 billion offer of San Miguel Corporation (SMC) to build Bulacan Airport next month as it invite and solicit other bidders to match or excel the bid for the planned P735-billion New Manila International Airport project in Bulacan.

According to DOTr a "Swiss Challenge" will be made available next month, giving other companies opportunity to match or make better bids propose by the original proponent.

If there is no other bidder for the project, or San Miguel Corporation (SMC) offers better terms then award will be given to them on the second quarter of this year and notice to proceed on the third quarter.

SMC said they would start building the airport by fourth quarter should they win the contract.

San Miguel Corporation President Ramon Ang said the new Manila International Airport Project will be undertaken over a period of five to seven years to full completion.

National Economic and Development Authority (NEDA) records disclosed that the airport would have a single operating runway when it opens possibly by 2026 and a passenger terminal building that supports 20 million passengers per annum on its opening date.

The airport is designed to have a parallel runway with passenger terminal capacity of 100 million passengers when fully completed in 2036. The airport will connect NLEX and Manila Radial R-10 road and will have airport express train running all the way to Manila.

  1. So other bidders can only submit proposal of an airport in Bulacan only? The proposals at Sangley are not counted? One proposal at Sangley with Chinese funding as part of China's 'Belt and Road Initiative' is a little scary since China has exorbitant interest rates. Look what happened to Sri Lanka, they gave up their port. Now, Kenya will also give up their port since they weren't able to pay Chinese loans on time most especially the overpriced Nairobi-Mombasa Standard Gauge Railway. I really hope SMC will be able to bag this project. Sec. Dominguez could be an obstacle since he previously said he wants to protect government investment at Clark, and he himself is a former PAL executive so he understands the aviation industry. But it shouldn't be a problem anymore since Clark is now being privatized.

    1. Don't believe everything what the media tells you. Some are far from the truth. Bulacan airport will become government property should they win the contract. SMC will just be an airport operator. It will be like what's happening in Cebu or Clark. Sangley will rise on its own terms.

  2. Philippine needs new airport seriously. It is so SHAMEFUL for Manila's Ninoy Aquino International Airport for usually being on top 5 in airport delays based on flightradar24.com while other airports in Southeast Asia such as Singapore, Thailand, Malaysia, Indonesia, and many more rarely or doesn't been put on top 5 airport delays. As of 8 in the evening, Manila is on top 1.
